I can understand warm moist air migrating from the interior to the cool inside face of the non porous vinyl or stucco exterior causing moisture to condense then migrating and collecting in the lower portion of the wall cavity. Basically the problem is the vapor barrier is on the wrong side of the wall for a northern climate. An interior vapor barrier is needed for that zone no matter what type of insulation is used.
